The Bizzell Group Team

The Bizzell Team is composed of an exceptionally skilled and highly qualified group of experts who have the knowledge and skills to fulfill contract requirements.

All are accomplished in their professions, including those areas most important to the successful implementation of our Federal contracts.

Under the leadership and vision of founder, Dr. Anton C. Bizzell, the company has grown from a staff of two in one small office to a thriving firm with two offices in Lanham, Maryland, and Atlanta, Georgia with ongoing projects across the world.

Anton C. Bizzell, M.D.

Chief Executive Officer

Anton C. Bizzell, M.D., President and CEO of The Bizzell Group, has more than 20 years of combined clinical, research, health services, policy and management experiences with various private and public organizations and agencies within HHS, including SAMHSA and NIH. Most of his career has been spent on public health issues related to access and quality of medical, substance abuse and behavioral health services. He has extensive experience in collaborating and interacting with health professional and community organizations as well as expert knowledge in identifying and treating medical diseases in the fields of primary care, mental health and substance abuse.

As a former medical officer in the CSAT’s Division of Pharmacologic, Dr. Bizzell led efforts in the area of prescription drug use, misuse and abuse for the agency, which includes collaborating with other federal agencies such as NIH, the Food and Drug Administration, the Drug Enforcement Administration, the White House Office of National Drug Control Policy and other federal, national, state and professional organizations. In addition, he provided medical and clinical advice for the 1550 methadone treatment programs in the United States, as well as oversaw national regulatory and educational efforts on buprenorphine, a medication-assisted treatment for treating individuals dependent on heroin and prescription drugs containing opiates. Other accomplishments include serving on the Advisory Board for the Federation of State Medical Board’s book entitled Responsible Opioid Prescribing: A Physician’s Guide and co-authoring “Ethical Issues in Addiction Practice,” a chapter in the Principles of Addiction Medicine, with CSAT Director Dr. Clark. Vice President of Programs

Almeda Kyser, CGMP, CMP

Vice President, Conference Services

Almeda Kyser has 25 years of diverse experience in the hospitality and logistical support industry, including conference management, hotel management, project management, and excellent customer service, which includes 12 years of service at Marriott International. Ms. Kyser has extensive experience with arranging pre-meetings with clients to discuss requirements to identify dates, timelines and appropriate meeting facilities for conferences, meetings, seminars, and workshops. Keith Riley

Vice President, Finance and Administration

Keith Riley is a seasoned executive with extensive project management experience in government services for contracts and grants for both the federal and non-profit sectors. He has direct experience in leading financial management services for a management consulting firm with a diverse portfolio of federal and non-federal contracts, and a direct services organization involving children’s health for autism services.

Lee Hayes, MPA

Director of Communications

Lee Hayes, is a strategic manager with over 15 years of professional experience in communications, program management, implementation and evaluation, technical assistance, compliance regulation, and quality assurance. At The Bizzell Group (Bizzell), Mr. Hayes is charged with providing leadership for overall communications strategy, research, and message development. He develops comprehensive marketing, communications, and public relations programs that enhance Bizzell’s image and position. Troy T. Drew-Hargrove

Director, Contracts

Mr. Troy T. Drew-Hargrove joined The Bizzell Group (Bizzell) from the Henry Jackson Foundation for the Advancement of Military Medicine (HJF) located In Bethesda, MD. At HJF, Troy served as the International Senior Subcontract Manager, supporting the U.S. Army Medical Research Acquisition Activities, under the Military HIV Research Program and various global programs funded by numerous for-profit, non-profit and U.S. government entities.

At HJF, he managed multiple awards in excess $1.2 billion. Recently, Troy received very high commendations from HJF’s president for his contributions supporting an $800 million proposal submitted to the Department of Defense… continue reading.

Jovan Silva, MSW

Director of Business Development

Mr. Silva served as Business Development Manager for ACI Solutions, a small business focused on cyber and unified communications solutions in the federal/state/local government and commercial space. In this position, he managed the firm’s book of clients including Transportation Security Agency, U.S. Courts, Federal Aviation Administration, Health and Human Services, and the Defense Information Systems Agency.
