Director OF wORKfORCE iNNOVATION
Melissa Volpe joins Bizzell as the Director of Workforce Innovation. She began her journey in the Job Corps Program working as an intern for Career Systems Development Corporation (CSD) during her senior year of college. Melissa’s educational pursuits led her to prepare for a career in public accounting, earning a Bachelor of Applied Science in Accounting from SUNY Brockport. However, she was offered a finance-based position at CSD as a Contract Administrator.
At CSD, Melissa was accountable for the management, auditing and ensuring compliance for seven Job Corps Programs including; Long Beach, New Orleans, Delaware Valley, Glenmont, Turner, Carl D. Perkins and Iroquois, finance and administration areas. Later, an opportunity to work with Education and Training Resources (ETR) arose, as the Finance and Administrative Services Director at the Iroquois Job Corps Center. In 2006, with Melissa’s leadership and direction, the Iroquois Job Corps Center ranked in the top third of high-performing centers and remained until Melissa’s departure in 2017.
Melissa then transitioned to Director of Operations, later becoming the Center Director at the Woodstock Job Corps Center, at Adams and Associates in Maryland. Melissa worked with the senior leadership teams to ensure that contract compliance was adhered to, as well as the procedures, initiatives and guidelines set forth by the Department of Labor. She increased the center’s once non-existent, inactive Workforce Development Council to 20 active employers, including a partnership with the City of Baltimore.
In April of 2019, the contract changed operators to Management and Training Corporation (MTC) and Melissa decided to work outside of Job Corps, but still as a consultant in her spare-time. However, her passion for the Job Corps Program brought her back, as a full-time employee, dedicated to growth and development for the youth.
