At The Bizzell Group (Bizzell), our focus is on supporting the Workforce Innovation and Opportunity Act (WIOA) to ensure that the unemployed and unemployable have access, education, training, technical assistance and other support services to succeed in the labor market. Our team of workforce innovation experts strive to balance organizational demands with employee recruitment, relations and satisfaction. We engage employers and employees through a blend of human resources, policy, organizational development and psychology. Behaviors and attitudes are transformed through strengthened and robust recruitment, screening, onboarding, training programs, internal communications, and/or surveying. Bizzell has increased educational and professional support to build social capital and provided opportunities to learn about real-life and work expectations.  Bizzell has a commitment to diversity, employment and training services for all regardless of age, race, gender or physical ability.  We have experts who assist traditional aged youth in career exploration, college-bound students, adult learners, dislocated workers, etc.  Bizzell also provides itself on having full-time staff and consultants who are experts in adult education, family literacy programs and vocational rehabilitation services that assist individuals with disabilities in obtaining employment.  Bizzell has strategic partnerships with public and private universities, non-profit and for-profit entities whose goals are to coordinate and complement workforce development programs across the country. One of Bizzell’s primary strategic relationships is with the National Office of Job Corps.

U.S. Department of Labor (DOL):
National Office of Job Corps (NOJC)

THE CHALLENGE

Job Corps is the largest nationwide residential career training program in the country and has been operating for more than 50 years. The program helps eligible young people ages 16 through 24 complete their high school education, trains them for meaningful careers, and assists them with obtaining employment.

The number of students entering Job Corps with identified or unidentified learning delays or disabilities in reading, writing, and mathematics has risen in recent years. Ongoing support is essential for students to experience skill gains and be able to effectively apply those skills to their academic and career goals.

THE STRATEGY

Bizzell worked closely with the National Office of Job Corps (NOJC) to identify strategic opportunities to enhance programming that would ensure student success. Student support will be individualized and adapted to students’ current skill level and designed to progressively build on the new skills that they have learned in Job Corps. NOJC has identified robust, evidence-based, web-based resources for Job Corps centers to use for enhancing teaching and learning for students. Centers will be required to implement these resources by making them available to all students.

THE OUTCOMES

Bizzell acted as a contributing change agent within Job Corps’ modernization efforts, working closely with NOJC and other support contractors to meet project objectives and manage outcomes across strategies to improve student success through enhanced programming and mentoring.

  • Bizzell partnered with NOJC on its Pre-Enrollment and On-Center Student Supports (PEOCSS) initiative to develop strategies and approaches to improve student outcomes beginning in the pre-enrollment phase and continuing throughout students’ stay on-center.
  • Bizzell assisted NOJC in researching and planning the implementation and management of new tools and resources to address three distinct, but inter-related work areas that focus on student service: 1) pre-enrollment (Outreach and Admissions) 2) tools for low-level learners (aspirant learners), and 3) structured evening studies.
  • Bizzell is piloting a mentoring program with Alpha Phi Alpha Fraternity, Inc., which will initially provide increased developmental support for students at the Potomac, Woodland, and Woodstock Job Corps Centers. After the mentoring program is piloted, evaluated and deemed successful, a national roll out plan will be developed and implemented.

University of Maryland System

Bizzell team members work with the University of Maryland (UMD), School of Public Policy and Leadership, UMD School of Public Health and Bowie State University to support diverse students in the enhancement of cultural competency and career readiness through experiential work-based learning opportunities. These opportunities are the result of local partnerships and resource management within the public/private sector relative to the student area of academic and career focus. In preparation for the work-based learning opportunity, students self-assess using various personality assessments ; i.e., Keirsey Temperament Sorter, Strong’s Interest Inventory, Myers Briggs, Strengthsquest and the Emotional Intelligence Appraisal. These assessments assist students in better understanding themselves and others they interact with in various environments.
